The 50-acre retail development in Owings Mills has signed leases with Muse Paintbar and Amazing Lash Studio, adding to the shopping center that already includes a Wegmans and several restaurants. Muse Paintbar will occupy a 1,965-square-foot space next to Bar Louie and is expected to open in early 2018. A controversial project to build a restaurant next to the Ritz Cabaret in Fells Point is moving forward. City officials issued a construction permit in August for a two-story commercial building at 500 and 502 S. Broadway, and a wooden frame has gone up at the site, where workers were busy Friday.
