Trick-or-treating on Halloween? Carroll County mayors say yes, with some guidelines in place.

All of the mayors in Carroll County agreed to allow trick-or-treating to take place, from 6:30 p.m. to 8 p.m. this Halloween, according to Union Bridge Mayor Perry Jones.
