Annapolis business owner Harvey Blonder trying to resurrect plans for a hotel at City Dock

Harvey Blonder and Peter Fillat, an architect and urban designer, who led an effort to build a boutique hotel at 12 Dock Street in 2018, are now hoping to build a three-story hotel at the property currently occupied by Latitude 38.
