University System of Maryland Chancellor Jay Perman is the highest-paid person on the state payroll — but, in a sign of the times, he just took a pay cut. Perman said in September he would take a temporary 10% salary cut to help close a projected $500 million budget gap for the system in fiscal year 2021.
