This winter’s Vegan Restaurant Week will end with a restaurant opening. Refocused, a new plant-based eatery coming to Eutaw Street, is planning a soft opening Feb. 16 and 17 to coincide with the end of Maryland Vegan Restaurant Week, which runs from Feb. 8-17.
