Chef Rodrigo Albarran wants the newest location of his R&R Taqueria to be a cultural as well as a culinary experience. Albarran is planning to open the new eatery at the corner of Charles and Lombard streets on Tuesday. Inside the 3,600-square-foot space, “We’re importing Mexico to Baltimore,” he said.
