Four lawsuits against the city by former Cross Street Market merchants were dismissed in Baltimore City Circuit Court Wednesday. Judge Barry Williams ruled that the merchants had no standing to claim financial loss under a state law designed to compensate displaced businesses and individuals during a public project.
