More than 80 percent of drivers in the Baltimore area use their cell phones while behind the wheel, according to a new survey by Travelers Institute. The public policy division of insurer Travelers Cos. Inc. surveyed 500 local drivers as part of an initiative to find out why people drive distracted and how to change those behaviors.
