The owners of trash incinerators in Southwest Baltimore and Curtis Bay are suing the city over recent legislation that they say could force them to shut down. Wheelabrator Baltimore and Curtis Bay Energy filed the complaint against the mayor and City Council Tuesday in U.S. District Court.
