Baltimore City’s spending panel approved the transfer of $2.5 million on Wednesday to be used for the construction of a new city animal services facility in Cherry Hill. The new building at 2490-2492 Giles Road will house the city’s Animal Services operations and the Baltimore Animal Rescue and Care Shelter, or BARCS, will be a tenant.
