Lisa Carton has run into hurdles before on the path to opening a brewery on the site of her Black Locust Hops farm in northern Baltimore County. But it’s unclear how long it will take before she can navigate past the most recent one. Progress on the brewery-in-the-works has been held up by the federal government shutdown, now in its 33rd day.
