Baltimore’s public bus system continues to see ridership decline, but there are signs of improvement. Kevin Quinn, administrator for the Maryland Transit Administration, said ridership was down 3.3 percent in 2018 as of November. The decline follows a trend across the U.S. as ridership nationally decreased 3 percent.
