Gov. Larry Hogan said Wednesday he will not release $1.6 million in additional funds for the Baltimore Symphony Orchestra. The money is part of $245 million that legislators voted last session to send to initiatives like the YouthWorks program, which offers summer jobs to local teens and young adults; school construction; community colleges; and support for the orchestra, which is locked in a labor dispute with its musicians.
