City files lawsuit against creators of Light City Baltimore

The city has filed a lawsuit against the creative minds behind Light City Baltimore, in a dispute over who owns the rights and trademarks to the festival. Husband and wife Justin Allen and Brooke Hall started working on the idea of Light City years prior to the event debuting last spring, but recognized they could not develop and plan the event by themselves.
