Light City Baltimore creators claim they gave no property rights to city

The creators of Light City Baltimore allege they never assigned any intellectual property rights associated with the festival over to the city of Baltimore or the Baltimore Office of Promotions & The Arts despite claims on the contrary in a recent lawsuit filed by the city.
