Former Tark's Grill chef opening restaurant at 2 East Wells in South Baltimore

The former executive chef at Tark’s Grill has signed on to open a 127-seat American-style eatery inside the new 2 East Wells apartment building in South Baltimore. Jeff Keeney plans to open At Light’s End — the name referring to the building’s location at the end of Light Street — by Aug. 15.
