A year after it seemed like the Preakness Stakes was almost certain to leave Baltimore, lawmakers heard testimony Tuesday on bills that would enable a much-needed overhaul of the Pimlico Race Course and keep the second jewel of horse racing’s Triple Crown in Baltimore.
