Former Mayor Catherine Pugh pleaded guilty to conspiracy and tax evasion charges in court Thursday, one day after federal prosecutors unveiled an 11-count indictment centered on a self-dealing scandal surrounding Pugh’s “Healthy Holly” children’s books. Pugh, 69, pleaded guilty to conspiracy to commit wire fraud, conspiracy to defraud the United States and two counts of tax evasion. She pleaded not guilty to seven counts of wire fraud.
