Silver Diner’s 16th restaurant is full of firsts for the Rockville-based chain. A 6,800-square-foot, 300-seat location officially opening Monday at Rio in Gaithersburg will be the first with an outdoor patio and the first with a full-service indoor and outdoor bar, in addition to its traditional diner counter.
