Baltimore City filed a lawsuit Wednesday alleges the company that operates the Charm City Circulator bus system breached its contract by overcharging the city more than $20 million. Transdev Services Inc. allegedly invoiced the city for thousands of hours more for bus operation than were actually performed, the lawsuit claims.
