After years of increases, new health reinsurance program could cause 30% drop in prices

Officials with the Maryland Health Benefit Exchange said a new reinsurance program for the state’s individual insurance market could save consumers up to 30 percent on their premiums in 2019, after years of price spikes. The exchange applied in April for a federal “innovation waiver” under Section 1332 of the Affordable Care Act, which would allow the state to forego certain Affordable Care Act rules and experiment with different strategies to try and stabilize volatile health insurance markets.…
