Dave Carney had been out of work for over a month. His store, the Wine Bin, was closed as the cleanup continued along Ellicott City’s historic Main Street. Though the Wine Bin sustained little damage and never even lost power during the storms on July 30, much of Main Street has been closed — leaving Carney with no access to his shop and no customers.
