Andrew B. Frank, a longtime economic development leader for the city under several administrations, is stepping down as a special adviser to Johns Hopkins University President Ronald J. Daniels. Frank will become an independent consultant focused on neighborhood and economic development. His resignation at Hopkins is effective Dec. 31.
