Gov. Larry Hogan’s administration has submitted applications to the U.S. Department of Transportation formally requesting funding for two transportation projects that were denied earlier this year. One of the applications requests $155 million for reconstruction of the 121-year-old Howard Street Tunnel. The other calls for $76 million for new highway ramps off of Interstate 95 and roadwork surrounding the 266-acre Port Covington redevelopment. Submitting the applications was a formality. Hogan…
